ADMINISTRATIVE RESPONSIBILITY FOR THE CONTINUATION OF WORK UNTIL THE ELIMINATION OF DEFICIENCIES IN CONSTRUCTION AND RECONSTRUCTION: THEORETICAL AND PRACTICAL PROBLEMS OF LAW ENFORCEMENT

The article is devoted to some issues of bringing to administrative responsibility in the field of construction. The authors conducted an analysis of judicial and law enforcement practice of bringing to administrative responsibility for the continuation of work before drawing up acts on the elimination of deficiencies identified by authorized state construction supervision bodies in the construction, reconstruction, overhaul of capital construction facilities. On the example of the legal positions of the Supreme Court of the Russian Federation, positions related to the establishment of the event of an offense under part 3 of Article 9.5 of the Code of Administrative Offenses of the Russian Federation have been developed.

REFORMING CONTROL AND SUPERVISORY ACTIVITIES

The article analyzes the reform of control and supervisory activities. The goals, objectives and positive trends in the implementation of the program for reforming control and supervision activities are considered. The specificity of the risk-oriented approach to control and supervision activities is revealed. The essence and tasks of the "regulatory guillotine" mechanism are given. Certain provisions of the Federal Law N 248-FZ are considered. Modern directions of reforming the control and supervisory activities are revealed.

ORGANIZATIONAL AND LEGAL PROBLEMS OF DETERMINATION OF AUTHORITIES OF CONSTRUCTION COMPLEX MANAGEMENT SUBJECTS IN THE CITY OF MOSCOW

The article analyzes the organizational and legal problems of delimiting the powers of the subjects of management of the construction complex in the city of Moscow. The provisions of normative legal acts in terms of regulating the redistribution of powers between state authorities and local self-government are considered. The norms of the Laws of Moscow on the redistribution of powers between local governments and state authorities in the field of urban planning are given, their imperfections are revealed.

EHISTORICAL AND BATTLE GENRE OF FINE ART IN HISTORICAL EDUCATION: CONTRADICTIONS OF USE

The article attempts to actualize the problem of the intersection and complementarity of history and fine art, to discern more accessible ways and means of using the historical-battle genre in historical education and enlightenment. And to stand in solidarity with those for whom effective teaching of history is also valuable in the future, where the symbiosis of a historian-researcher and an artist-master of his craft has been determined. It is shown that we are all on the verge of change – photofixation, becoming accessible to everyone, will remain popular, but only a "weak" reaction of human intelligence and physiology. Artistic creations: from paintings, posters, prints, sculptures to artificial intelligence products created by creative artists will occupy a more worthy and high place in education and training, in the space of the emotional trigger needed by a person.

SHEZHIRE AS A HISTORICAL SOURCE: THE STUDY OF THE TRIBES OF THE EMPIRE OF CHINGIS KHAN IN THE PERIOD OF THE GOLDEN HORDE

The peoples of Central Asia reflected many historical events in legends, genealogical legends and texts – in oral and written “shezhirs”, which were passed down from generation to generation, while something was forgotten, and some facts were lost. But the corpus of such sources has long been known among researchers of the ethnic history and ethnography of the Eastern peoples. It seems that the ancient aspects of the life of such communities were studied quite deeply in the XIX century by European scientists on the materials of ethnography, not Eastern peoples, but American Indians (Morgan).

A distant mention of the tribes that inhabited Kazakhstan can be found in the stone steles of the ancient Turks and runic writings. At the present stage, there is a significant interest in Turkic, as well as Kazakh "shezhire". The lack of information from written sources on the history of the Kazakh state is largely compensated by oral folk legends and shezhire.

Shezhire, as a systematized oral tradition of transmitting historical legends, is characteristic of many Turkic-Muslim peoples of Eurasia, especially for representatives of nomadic civilizations – Kirghiz, Bashkirs, Altaians, Karakalpaks, Nogais, but perhaps it was from the Kazakhs that they acquired a complete character. As a rule, shezhirs not only store legends and historical symbols of the past, they are also a special work of art in which the most important historical information is colorfully and fairly reliably transmitted.

In the Course Program, an Important Place is Given to the History of the Formation of Local Self-Government in Russia, as Well as a Comparative Analysis of Foreign Experience, the Constitutional, Legal, Organizational, Financial and Economic Foundations of Local Self-Government; Studying the Features of the Municipality and its Socio-Economic Foundations; Functions of Local Governments and Municipal Service.
