ROLE AND PLACE OF THE SUPREME COURT IN THE US GOVERNMENT SYSTEM
Significant part of the laws applied by American courts is the so-called case law. Case law is a set of legal principles and rules drawn up on the basis of written opinions of the courts of appeal to explain their decisions, which are mandatory in all subsequent cases. However, at present, along with case law, decisions of federal and state legislatures (statute law) are quite widely applied. In addition, in the course of judicial proceedings, many legal acts and regulations adopted by administrative bodies are often used.

PRE-ELECTION PROGRAMS OF POLITICAL PARTIES ON THE PROBLEMS OF FEDERALISM, REGIONALISM AND LOCAL SELF-GOVERNMENTMANAGEMENT: TEXTBOOK APPROACHES AND PROPOSALS
The purpose of our research is to analyze the election programs of political parties, participants in the electoral process, in order to reflect issues of regional and local development in them. And to make the most general judgments from the analysis of this material. And to make the most general judgments from the analysis of this material. According to our estimates, the problems of federalism, regionalism and local self – government in the Russian Federation in the election campaign of 2021, in the program election documents of political parties, did not occupy that high attention and interest, did not rise in political self-reflection to the height that they deserve in such a federal country as the Russian Federation. The fullness of the reasons for this has yet to be further analyzed. However, in the very first approximation, it can already be seen that the more unusual the problems of functioning according to the federal principles of the organized Russian state are, the more truthfully political parties should talk about them during the election process, the more they write and talk about purely party, narrow interests in the conditions of realistic political life. And an equally narrow textbook party-self-serving understanding of the essence of problems in this area and ways to solve and eliminate them. And they want to believe that their interests will be supported. And political parties also enjoy their faith in the considerations they declare. And they do not want to lose themselves in the harsh reality and end the meaninglessness of life in the political game during the election campaign. The problems of federalism and the federal functioning of the government were "blurred" among other problems in the country in the election programs. And if a number of parties have fixed this issue, then a multi-party leapfrog of election programs is unlikely to have a positive effect in the development of regions and local authorities after the elections, without finding a political force capable of accumulating and expressing in its policy even its own promises and proposals, not to mention, in general, some sensible proposals and ideas on this matter expressed by all participants in the election battle of 2021.

PUBLIC POWER OF SUBJECTS OF THE RUSSIAN FEDERATION: FROM THE HISTORY OF ELECTION OF DEPUTIES TO REGIONAL LEGISLATIVE ASSEMBLIES (1995-2001)
The article analyzes the historical foundations of regional election campaigns (1995-2001). The main feature of the first post-Soviet election campaigns in the constituent entities of the Russian Federation was the differentiation of electoral systems and the legal framework for regional elections.

RESPONSIBILITY FOR FAILURE TO PAY ADMINISTRATIVE FINE: PROBLEMS OF ENFORCEMENT
This article is devoted to the problems of bringing to administrative responsibility in case of non-execution of such a type of administrative punishment as an administrative fine. On the basis of law enforcement practice, the article analyzes the "situations" that arise when initiating and considering cases of administrative offenses under Part 1 of Art. 20.25 of the Administrative Code of the Russian Federation. The author has identified typical violations committed by authorized bodies and officials in the conduct of proceedings in this category of cases of administrative offenses.

SOCIAL AND LEGAL STATE IN THE CONDITIONS OF TRANSFORMATION OF FEDERAL RELATIONS (EXPERIENCE OF RUSSIA AND GERMANY)
The article is devoted to the study of the social and legal foundations of the state structure through the prism of Federal relations, based on the practice and modern challenges for developed welfare states. Comparing the practice of modern development of Federal relations in Germany and Russia, the author comes to the conclusion that at the Federal level, the creation of a new economic, social, and intellectual space creates conditions for a qualitatively different positioning of Russia in the world.
