IMPROVEMENT OF THE LEGISLATION ON ADMINISTRATIVE RESPONSIBILITY IN THE SPHERE OF TOWN-PLANNING ACTIVITY

This article analyzes the provisions of the draft of the new Code of Administrative Offences. The author focuses on the innovation of the project in comparison with the current edition of the Administrative Code of the Russian Federation in terms of the administrative responsibility for violations in the field of construction. In this regard, the author dwells on separate powers of state construction supervision of subjects of the Russian Federation in the field of administrative responsibility. This paper gives comments on the project, as well as the proposed version of the draft provisions of the copyright.

ECONOMIC DEVELOPMENT OF LOCAL GOVERNMENT SYSTEM IN POLAND IN THE CONTEXT OF EUROPEAN INTEGRATION

The article analyzes the process of economic development and the evolution of the regional policy of Poland under the influence of European integration. Poland is one of the biggest beneficiaries of the economic policy and financial support to various EU funds, which had a significant impact on the economic development of the Polish provinces as direct recipients of targeted subsidies through targeted support programs. It is important to note that the program of economic development of Polish regions are developed at the level of local self-government bodies of the first level, thus forming very clear development priorities of each region separately.

The article for the first time within the subject field of the ethno-political regional science of Russia characterizes the correlations between ethno-political and legal status of the national republics. It examines the history of development of the system of public authorities in national republics in the conditions of centralization of the Russian state.

ON THE NATIONAL INTERESTS AS A SPECIAL VARIETY OF SOCIAL INTERESTS

The article analyzes the conceptions of national interests, established in the scientific literature. Novelty of the research consists in explaining the essence of national interests considered as the feature of the nation to master the subjects of its national needs. The article reveals the relationship between the concepts of national interests and public interests, as well as the difference of national interests from state interests. The author substantiates the position that national interests are a certain kind of social interests.

CONSTRUCTION OF THE RUSSIAN NATION: TOPICAL LESSONS AND INSIGHTS FROM THE EXPERIENCE OF "NATIONALIST DISCOURSE" IN RUSSIA

This publication opens a series of three articles on the general topic of "Shaping the Russian nation: practical problems and ways of their solution". It deals with topical issues of the essential formation of the Russian nation and particularly "nationalist discourse" as a technology of deformation of public consciousness in the national sphere and braking of nation-building in Russia. It gives specific recommendations for overcoming the obstacles impeding the national identity of Russians, consolidation and strengthening of the Russian nation.
