PUBLIC ADMINISTRATION AS AN OBJECT OF ADMINISTRATIVE AND MANAGERIAL LAW

The article analyzes various aspects of theoretical and legal foundations of public administration as the most important part of the state mechanism. Special emphasis is placed on the study of the legal basis for the interaction of bodies of public administration. It is concluded that, in scientific terms, it should be assumed that public administration is an object of administrative and managerial law.

FEATURES OF OFFENSES INFRINGING ON THE AUTHORITY OF GOVERNMENT INSTITUTIONS, MANAGEMENT, PUBLIC ORDER AND PUBLIC SAFETY IN THE SPHERE OF URBAN PLANNING

The subject of the article is qualification of administrative offenses infringing on the authority of government institutions, management, public order and public safety in the sphere supervised by the state construction supervision bodies. The article analyzes components of such offenses on the basis of law enforcement practice. The article cites examples of the correct as well as problematic qualification of administrative offenses in the course of trials of this category of administrative offenses.

PLACE AND ROLE OF PRESIDENTIAL CONTROL IN THE SYSTEM OF STATE CONTROL IN THE RUSSIAN FEDERATION

The article explores the place and role of presidential control in the state control system in the Russian Federation. The mediated presidential control carried out by the subjects of presidential control in relation to the executive authorities, as well as direct presidential control, the powers for which are granted to the President of the Russian Federation in accordance with the Constitution of the Russian Federation, are analyzed. The importance of effective and timely state control in crisis economic and social situations is outlined.

FROM THE HISTORY OF SOCIAL ACTIVITIES OF LOCAL AUTHORITIES IN FRANCE: ADMINISTRATIVE, LEGAL AND FINANCIAL ASPECTS

The article analyzes the history of the development of local self-government in foreign countries before the adoption of the European Charter of Local Self-Government. The experience of France in solving the problems of lack of financial resources can be useful for the local authorities of the Russian Federation. After the adoption of the 2020constitutional amendments, the status of local self-government bodies in Russia has changed somewhat and state control over local budgets and external borrowing may increase. All these new circumstances require serious scientific analysis with the account for the experience of other countries. The information review made immediately after the adoption of the 1993 Constitution may partially compensate for the lack of such comparative analysis.

MOSCOW MUNICIPAL DEPUTIES: A HISTORY OF OVERESTIMATED DANGER

What is the nature of the work of deputies of municipal formations, in Moscow in particular, what do deputies do, to what extent they are ready to represent the interests of citizens, strictly follow the legally established rights and powers, or go beyond such powers for reasons of the variability of life itself and the atmosphere formed by it. The topic is interesting and in demand, and needs constant scientific monitoring, including due to the inconsistency of the process itself and the circumstances in which the deputies act. The deputy corps of municipalities generally demonstrates a high level of professionalism in the performance of their duties and powers. But the active participation of some municipal deputies in protest actions, even the willingness to be the initiators and organizers of such actions, is no longer something reprehensible. Based on the data from the Google Trends website, we will try to trace the nature of the relationship and the level of overlap in the popularity category between two topics: a) deputies of Moscow municipalities and b) protest actions. And show that our hypothesis about an explicit connection in the asynchronous interaction of two processes is correct or erroneous in terms of the level of danger to stability in the medium term.

TO THE ISSUE OF LEGITIMACY OF POWER: THE SOCIO-POLITICAL ASPECT

In the review article, the authors attempt to analyze the content of E.N. Primova’s article “On the Crisis of the Legitimacy of Power” and expand the context of the research problem of the legitimacy of power through the prism of society's assessment of the state of political stability. Emphasizing the scientific significance of the stated problem, the article discusses the profound changes in the state power systems in the conditions of information openness and globalization.
