TO THE QUESTION OF THE TERRITORIAL ORGANIZATION OF THE AUTHORITIES AND THE FORM OF THE STATE DEVICE
The article deals with the problems of the territorial and political structure of modern states. Various models of federations and unitary states are analyzed in the context of the centralization and decentralization of political power. The problem of dependence of ethnopolitical instability on the form of the state structure is investigated.

COMMUNICATIVE POTENTIAL OF CROSS-BORDER SPACES
The article is devoted to the little-studied theme of migrants of different ethnicity frontier communications of habitats and transboundary fields. The model of fruitful cooperation and coexistence of multiethnic communities, according to the authors, are a popular example of behavior in a multicultural society. A special role in establishing a system of cultural relations between peoples belongs to international universities.

THE INNOVATIVE APPROACH TO SOLVING OF «THE NATIONAL QUESTION» – IS THE TOPICAL CONDITION OF UNITY OF RUSSIAN SOCIETY AND FORMATION OF THE POSSITIVE IMAGE OF RUSSIAN FEDERATION IN THE WORLD
This publication finishes a series of three articles on the general subject "Formation of Russian nation: practical troubles and ways of solving of them". In that article are considered the historical reasons of distortion of national consciousness in Russian society, modern mistakes in approach to the nation and to a creation of the nation in Russian Federation, is proved the necessity of substantial formation of the Russian nation for the implementation by the country of the imminent civilization choice for the purpose of ensuring national security and formation of positive image of Russian Federation in the World, are specified the innovative technologies of formation of adequate national consciousness of russians and final removal of notorious "The National Question" from the internal agenda of the country.

CONTROL AND SUPERVISORY ACTIVITY AND SELF-REGULATION IN THE CONSTRUCTION SPHERE: LEGAL PROBLEMS OF INTERACTION
This article is devoted to the problems of transforming legislation on self-regulating organizations in the process of reforming the supervisory and supervisory bodies. The article raises issues of improving the interaction of control and supervisory bodies and SROs. Separately, the author examined the amendments to the town-planning legislation introduced by the Federal Law of 03.07.2016 No. 372-FZ.
