SOME FEATURES OF ADMINISTRATIVE PROCEEDINGS IN CASES RELATED TO THE JURISDICTION OF THE STATE CONSTRUCTION SUPERVISION BODIES

The subject of the article is administrative proceedings in cases of offenses committed by the state construction supervision authorities. On the basis of extensive law enforcement practice, the article analyzes procedures used at various stages of proceedings in cases of administrative offenses in the field of construction. The author has identified typical violations in the administrative proceedings in such category of cases.

FROM THE HISTORY OF SOCIAL AND ECONOMIC ACTIVITIES OF LOCAL SELF-GOVERNMENT BODIES OF THE FEDERAL REPUBLIC OF GERMANY

The article examines political and legal foundations of the social and economic activities of local self-government bodies of the Federal Republic of Germany in the 70-90s of the last century in the context of the possibility of using the positive aspects of such foreign experience in the Russian Federation. Special attention is paid to the study of the model of interaction between the municipal government and the German Federal Government.

COMMONWEALTH OF INDEPENDENT STATES: NEW TOPICALITIES

In the study of the integration processes of the Commonwealth of Independent States (CIS), there is a need to analyze the external and internal (external and internal) properties of the subjects of the Commonwealth to be responsible for events inside and outside the CIS. A new reality is emerging for new relevance values. After almost 30 years of existence of the CIS, it is important to analyze the ability of the leaders and governments of the CIS countries, the Commonwealth bureaucracy, and the scientific and expert community to assess and understand the difference between how the integration process in the CIS is described and understood. And what it really is. The prerequisite for such a research plan is still the assumption that modern processes are monstrously contradictory, combining opposites. But also, the fact that the CIS, built into the modern world, having existed, despite the complex threats from inside and outside, for about 30 years, being a part of it, seems to be ready to say about itself something like this: «I want to live! I want sadness. Love and happiness out of spite». That the CIS wants to live is an axiom, but whether it will live, and how, is an open essential question. If we correctly define the conditions under which the integration processes of the CIS are developing, it will be reasonable to combine the almost incoherent in the article, and understand what will happen if, on the one hand, there is a movement of integration policy and integration processes not only by the standards of the interests of one of the countries or a group of CIS countries, but also by the standards of the strategic interests of the Commonwealth. On the other hand, as far as it is possible and appropriate for the CIS countries to understand Russia as it is today, what its strategic interests are, and to refuse to interpret them as Russia's claims to an inappropriate dominant role for it. They recognized in practice that Russia does not prevent the CIS countries from cooperating with other blocs and groups of countries. And Russia today can offer a positive global and regional agenda for integration, stability and security in the region. Russia has enough hard and soft power, now you need to have the ability and tactics to combine both. CIS makes it possible for each country to organize its own view of Russia on this basis. And determine your relationship with her for the sake of your future and the future of the CIS.

ON THE INFLUENCE OF THE ETHNO-LINGUISTIC FACTOR ON POLITICAL STABILITY IN THE POST-SOVIET SPACE: THE CASE OF UKRAINE, ARMENIA AND RUSSIA

The article analyzes political stability and the influence of the ethno-linguistic factor on the process of safeguarding political stability. The article describes the ethno-linguistic policy of the former USSR Republics in the post-Soviet period. Different models of the state language policy are studied on the example of Armenia, Ukraine and Russia.
