PROBLEMS OF ADMINISTRATIVE AND LEGAL REGULATION OF ECONOMIC RELATIONS AT THE PRESENT STAGE

The article reveals the theoretical and legal basis of administrative regulation of economic relations. It argues that the features of state economic management are expressed in the structure of legal relations, the ratio of rights and obligations, the composition of participants and their legal status, and the means of influencing the behavior of participants.

The article discusses the main problems of the administrative and legal status of executive authorities in the subjects of the Russian Federation. The article examines the legal basis of the principle of unity of state power in the conditions of federalism.

Based on the available scientific literature, the author investigates the degree of development and problems of development of the municipal management system in the conditions of Russian federalism.

LOCAL SELF-GOVERNMENT IN HISTORICAL SETTLEMENTS: FEATURES AND SPECIFICITY OF ACTIVITY, FUNCTIONING AND RELATIONS OF THE POWER AND THE POPULATION

The work on the basis of open sources describes in the most General terms the state and specifics in the relations of the activities of local authorities (municipalities) and citizens in small historical cities of the Russian Federation. The focus is on the analysis of the ideas and proposals that are formulated at the Federal level, enshrined in state documents and decisions, implemented at the local level and in the Affairs of local authorities and citizens. An attempt is made to describe the conflict of two models: a) preservation of historical and cultural heritage and b) management of cultural heritage objects, including its development, as a separate direction. And the transformation of historical settlements from a mechanism of exclusive restriction of life into an instrument of development. The authors are convinced that from a political point of view and from a purely pragmatic position, the relations on the development and multiplication of the basic foundations of the life of historical cities and settlements should be justified and primary. And not in an abstract formal sense, but in a concrete political and social sense, such a choice and such a strategy is relatively closer to explaining the new stage of accumulation of experience by municipalities and citizens in order to convert it into a gradual and steady progress towards improving the quality of life in the province. Current and new municipalities and their leaders, residents of historically significant territories will need all the techniques and methods created by the past era, and some additional ones in order to cover new forms of life in their places of residence. And this is not to be seen as eclectic in politics and political governance. Unity of political creativity is given by active attitude and actions.

ON THE ISSUE OF LOCAL SELF-GOVERNMENT MODELS IN FOREIGN COUNTRIES: POLITICAL AND LEGAL REVIEW

This article was published in the monographic publication “Local self-government in foreign countries (information review)” edited by N. P. Medvedev and others at the time of broad discussions in scientific and political circles about the status of local self-government bodies in the Russian Federation. Bearing in mind that the legal framework of local authorities in most countries of the world is regulated on the basis of constitutions, the models of local self-government described in the article are relatively stable and relevant today. I hope that my colleagues who are preparing these materials will not be offended that I am introducing them into a wider scientific circulation.
