TOWARDS THE 25TH ANNIVERSARY OF THE RUSSIAN CONSTITUTION. AN UNEXPECTED CHOICE

This material was published in the newspaper "Nezavisimaya gazeta" immediately after the elections of the State Duma of the first convocation in 1993 and was not introduced in the scientific turnover. It seems to me that now, on the eve of the 25th anniversary of the Russian Constitution, it will be correct to publish it in the scientific journal. I leave the text unchanged. I changed only the title of the article. The results of the 1993 elections prove that at that time the government did not use the possibilities of administrative resources.

TRANSFORMATION OF RUSSIA`S POLITICAL ELITE UPON TRANSITION TO THE NETCENTRIC (DIGITAL) STATES

This work examines the problems connected with transformation of political elite of Russia upon transition to a post-industrial state – to the Netcentric (Digital) state. The author do the wide review of history and the current state of political elite in Russia; he looks upon modern theories of creation of the Netcentric states, which are described; The forecasts about ways of transformation of elite depending on a trajectory of the chosen movement and the purposes have been done. Work represents a new view on a problem of the place of elite of Russia in the future in the conditions of not hierarchical public administration and will be interesting to a wide range of political scientists, specialists in political forecasting, electoral lawyers, students and graduate students of the politological, sociological and legal directions.

LABOR MIGRATOIN AND ITS PECULIARITIES IN EURASIAN ECONOMIC UNION’S COUNTRIES

This article is devoted to the problems of the international labor migration, and also normative legal acts in this sphere, the ways of the decision of these questions. During the years of independence in the world, in Kazakhstan and in the CIS’ countries the whole system of institutional mechanisms of the protection of the rights of labor migrants was elaborated. Labor migration in the countries of the former Soviet Union is wide, complex and has strong social-economical and geopolitical effect. That’s why it is an important process for the regulation and object of studying by scholars, lawyers.

AFRICAN ROOTS OF TRANSFERRED CONFLICTS

This article examines a topic, rare for conflictology, namely of criminalization of communities with a different culture, burdened by spontaneous migratory processes. Proceeding from a broad historical and present day empirical material, the authors share new observations on the evolution of cross-border crime and ethnic crime.

REVIEW OF THE INDIAN MODEL OF SECULARISM: ANALYSIS OF THE MUSLIM MINORITY IN INDIA

The principle of secularism in countries with democratic regimes can manifest itself in various forms. Models of secularism are developed with taking into account the existing reality, the level of development of the country, culture, traditions and mentality of citizens. The Indian subcontinent in addition to French, British and American models of secularism another form of secularism was adopted. The Indian model proclaims the principle of equality of all religions and not interference of the state in the religious activities. All citizens enjoy equal rights irrespective of their religious peculiarities, caste, religion and class, religious rites or holidays. But in the countries of the subcontinent political popularity is often gained through a widespread abuse of religion. Therefore, conditions exist in the countries of South Asia for the violation of the structure of freedom and equality, discrimination and oppression of minority groups. In India, the social status of minorities is comparatively lower than that of Hindu communities. This is particularly proved by the facts that there smaller number of non-Hindu employees in the public sector, as well as smaller number of non-Hindu students studying at best educational institutions. Minority representatives argue that they are faced with difficulties in performing their religious rites, especially in connection with the concept of "cow protection", which often leads to the killing of Muslims from among minorities. In this article, using the historical method the author analyzes the effectiveness of the Indian model of secularism.

SAPIENTISM AS AN ALTERNATIVE TO POSTMODERNISM AND THE BASE ELEMENT OF MENTAL CIVILIZATIONAL REVOLUTION OF THE MANKIND

The article presents an innovative view on the issue of the crisis of human consciousness in relation to the practice of solving the actual tasks of Russia’s external and internal policy, including objectives formation of a positive image of our country in the world, ensuring its global leadership and sustainable development in the era of globalization. As an alternative to the dominant in today's society unreasonable mental style of postmodernism the article proposes sapientism, a reasonable mental style as a meta-technological continuation of the best traditions of Russian consciousness and national culture. The author comes to the conclusion that the necessary mental civilizational revolution of humanity would be a way for finding a reasonable development paradigm. The articles states that on the basis of innovative rethinking of the best traditions of Russian culture Russia is technologically ready to offer the humanity the sapientism in the framework of the national humanitarian and technological initiative: "New Mental Reality to the World, Worthy Image for Russia!" and as a part of the national meta-project "Russia is a global humanitarian and technological leader, the historic stronghold of mind and peace on the planet."
