ADMINISTRATIVE RESPONSIBILITY FOR VIOLATION OF THE ORDER OF CONSTRUCTION, RECONSTRUCTION, CAPITAL REPAIR OF THE OBJECT OF CAPITAL CONSTRUCTION AND ENTERING IT INTO OPERATION: PROBLEMS OF LAW ENFORCEMENT PRACTICE

This article is devoted to the problems of law enforcement practice for violation of the order of construction, reconstruction, major overhaul of the capital construction object and putting it into operation. The article raises the questions of proving by the bodies that are carrying out the state construction supervision, the fact of committing the specified types of offenses. Separately, the author considers the problems of determining the homogeneity of offenses under Art. 9.5. Administrative Code of the Russian Federation.

RUSSIAN PATRIOTISM AS A FACTOR OF NATIONAL SECURITY, THE UNIFYING FOUNDATION OF RUSSIAN SOCIETY AND UNIVERSAL CRITERION OF THE HUMANITARIAN EXAMINATION OF SOCIAL PHENOMENA IN MODERN RUSSIA

PART II

This publication continues the series of articles on the general topic of "Shaping the Russian nation: practical problems and ways of their solution." On the basis of the proposed concept of essential Russian patriotism the article examines the innovative human technology of involving patriotism in the practice of nation-building in which patriotism is considered as the most important factor of ensuring the country’s national security, as the real unifying foundation of the Russian society and universal criteria of humanitarian evaluation of the modern Russia social phenomena. For this purpose, in particular, it is suggested that nationally oriented and consequently strategically unidirectional patriotism should be used within the country instead of subjectively meaningful and, as a consequence, multi-directional patriotism.

The article makes an attempt to generalize the views of various scientists on the content of the concept of "political region". The peculiarities of this concept are revealed in the context of the subject of the scientific discipline "political regionalistics".

PHENOMENON OF "ECOVILLAGES" IN THE SYSTEM OF THE PUBLIC AND MUNICIPAL ADMINISTRATION

The author investigates prerequisites of emergence and feature of the organization and development of ecovillages in the territory of Russia as territorial units (elements of local government) and at the same time quasi institutes of civil society taking into account positive and negative estimates of scientific, valid prospects of the solution of social, economic, cultural and other tasks, significant for the state, within interaction with the state (municipal) authorities.

ANTI-CORRUPTION POLICY AS A MEANS OF ENSURING POLITICAL STABILITY AND DEVELOPMENT IN VIETNAM

Corruption is an unavoidable problem in any society but it seems more problematic in developing countries because the legal system, technological and scientific levels and economy tend to grow slowly and do not meet all the needs of the population. The Convention, adopted by the United Nations (UN) on fighting corruption in 2003, poses that corruption could threaten social stability, damage state institutions, the democratic process itself, the principles of justice and morality, and also hamper the sustainable development of the state. In this article, the author analyzes the consequences of corruption on Vietnam in the economic, political, cultural and ideological aspects. One of the serious consequence is a serious decline in public confidence towards the communist party and the state apparatus. If corruption continues to spread without strong counteractions, the Communist Party of Vietnam is likely to lose its control over the political system. The analysis leads to an conclusion that the effective implementation of the anticorruption policy is vitally important factor for ensuring stability of the political system and development of the state.
