The article is devoted to certain aspects of the legal regulation of urban planning activities and technical regulation in the context of the implementation of the provisions of the federal constitutional laws of October 4, 2022. The author has analyzed new legal acts adopted in furtherance of the provisions of Part 1 of Article 23 of the federal constitutional laws. The problems and prospects for further legal regulation of the construction field on the territory of new constituent entities of the Russian Federation are separately highlighted.

FEATURES OF THE FORMATION OF THE OFFENSE IN THE LEGISLATION OF THE RUSSIAN FEDERATION

The composition of an administrative offense is of key importance in administrative law and includes 4 elements: the objective side, the subject, and the subjective side. However, the concept of composition is still not fixed in the text of the Code of Administrative Offences of the Russian Federation, which raises a large number of questions and creates difficulties in practical. ASSESSMENT OF THE STATE OF SPECIAL ECONOMIC ZONES IN RUSSIA UNDER THE CONDITIONS OF SANCTIONS RESTRICTIONS

This article examines the current state of development of special economic zones in Russia in an economic and legal way, taking into account external sanctions and restrictions imposed by unfriendly countries. The current situation, in a certain sense, can be recognized as force majeure, requiring prompt intervention by the legislative and executive authorities, since the imposition of sanctions is carried out in violation of international agreements. This fact in itself implies active government intervention in the process of economic and steam regulation of key strategic projects, which, without a doubt, include the functioning of special economic zones. The materials provide information on the current composition and area of special economic zones in Russia in 2023 and describe the prospects for their further development.

The article deals with some aspects of organizational and legal provision of information security of the Russian Federation as one of the priority directions of national security of the state. FEATURES OF DIGITALIZATION OF CONTROL AND SUPERVISION ACTIVITIES OF PUBLIC AUTHORITIES (FOR EXAMPLE, THE KALININGRAD REGION)

This article is devoted to the features of digitalization of control and supervisory activities. An analysis was made of the processes of digitalization and informatization of control and supervisory activities on the example of the Kaliningrad region. The data obtained indicate that the process of digitalization of control and supervision activities involves many different systems within this type of activity, but there are also a number of difficulties and shortcomings in this process, which creates obstacles to the use of information systems in full, which are directly aimed to facilitate the conduct of control and supervision activities, as well as to make it more public.

THEORETICAL AND METHODOLOGICAL ASPECTS OF STUDYING THE CONCEPT OF GEOECONOMICS IN POLITICAL SCIENCE

The article is devoted to the definition of the nature and features of the content of the term "geo-economics" in the context of political and economic challenges of the present time, as well as to the identification of prospects for the use of interdisciplinary and synergetic approaches in its analysis and application in political science research. The author comes to the conclusion that within the framework of the dynamics of the scientific interpretation of the term "geo-economics", there is an inextricable link between geo-economics and geo-economic strategies with geopolitics as complex parts of a single whole, which indicates the prospects for expanding the scientific understanding of modern geo-economics within the framework of political science.

PRIVATE MILITARY COMPANIES: INTERNATIONAL LEGAL REGULATION AND PROSPECTS FOR ITS DEVELOPMENT

The article discusses the issues of legal regulation of the activities of private military companies.

The author examines the growth of the Private Military Companies (PMC) industry as an instrument of armed conflicts and war. The article provides an analysis of the concept of “mercenarism” contained in various regulatory legal acts, as well as the responsibility provided for by the legislation of the Russian Federation.

Examples of individual countries and international organizations have been given to create international legal norms regulating PMCs. The Montreux document is one of them.

The author also discusses the development and adoption of the “International Convention on Private Security and Military Companies” in today’s multipolar world on the platform of the largest and rapidly growing interstate association BRICS (BRICS).

According to the author, Russia, as a global international subject of the world community, should participate in the adoption and amendment of international legislation with the aim of civilized legal regulation of the activities of private military companies.

EDUCATION AND SCIENCE MANAGEMENT UNDER SANCTIONS: REVIEW OF POLICY DECISIONS AND OPINIONS IN SCIENTIFIC RESEARCH

Unprecedented sanctions pressure on Russia, its culture, education, science, naturally, could not be out of sight of scientific analysis, political interest of representatives of various segments of politics and science. Scientific analytical studies of this large-scale and dangerous policy for Russia on the part of unfriendly countries turned out to be here to the place. The article opens up an opportunity to take a closer look, so how does the country's political leadership, executive, legislative bodies of the federal level, scientific Russian thought interpret this process, what trends they see in this process, their consequences, and finally, what measures are proposed by scientists so that the country's education and science not only cope with sanctions, but also got a chance and opportunities for my further development.

FEATURES OF IMPLEMENTING CONTROL AND SUPERVISORY ACTIVITIES OF PUBLIC AUTHORITIES IN UNDER THE CONDITIONS OF THE DECISION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION № 336 (BY THE EXAMPLE OF THE KALININGRAD REGION)

This article is devoted to the peculiarities of the implementation of control and supervisory activities during the period of the moratorium on inspections. The concept of a preventive measure was analyzed, and the actual application of these measures instead of control and supervision measures was considered. The data obtained indicate that in the Kaliningrad region, the change in the course of control and supervision activities to preventive measures was quite successful without prejudice to the legitimate interests of citizens and entrepreneurs.

RESEARCH FOCUS REGIONAL AND MUNICIPAL PROBLEMS (BY THE MATERIALS OF CURRENT PUBLICATIONS OF 2022 IN SCIENTIFIC JOURNALS)

The article analyzes the publications of 2022 in scientific peer-reviewed journals "Political Science Issues" and "Issues of National and Federal Relations" and the conclusions of the authors on the problems of public administration in the Russian Federation at the regional and municipal level. The political aspects of governance in the conditions of Russian federalism are considered and from the point of view of increasing the effectiveness of power influence on various spheres of public life after amendments to the Constitution and the introduction of a new legal norm and a new constitutional concept of “public power system. Some authors of publications express concern about the impossibility of practical implementation of the constitutional norm that "local governments are not included in the system of state authorities."

IMPROVEMENT OF THE LEGISLATION OF THE FOOD INDUSTRY OF RUSSIA

Food production is an indicator of the economic and political development of the state. Countries unable to provide the population with their own food are forced to import it in exchange for strategic mineral resources, precious metals and political concessions.

The main problems of the Russian food industry are the lack of effective state influence on the development and elimination of deficiencies; problems of offshoring; lack of qualified personnel and inefficient enterprise management system; lack of communication between science, higher education and business.

The article suggests the necessary structural changes in the interaction between the state and the food business. The rationale for the adoption of federal laws and a number of by-laws is proposed.

In the context of the political and structural transformation of the world economy, an effective economic policy of the state, self-regulated market management systems, jointly funded scientific developments and programs should become key elements of technical re-equipment and innovative development.
