ADMINISTRATIVE RESPONSIBILITY IN THE FIELD OF CONSTRUCTION IN THE CONTEXT OF STATE CONSTRUCTION SUPERVISION REFORM

This article is devoted to the issues of bringing to administrative responsibility within the framework of state construction supervision by Executive authorities. The author examines the legal problems of implementing the powers of Executive authorities in the implementation of regional state construction supervision, as well as certain issues of administrative and jurisdictional activity of Executive authorities in this area.

NECESSITY AND EXPEDIENCY OF APPLYING THE EXPERIENCE OF POLISH LOCAL GOVERNMENT REFORMS IN THE RUSSIAN FEDERATION

The article analyzes the positive experience of Poland in reforming the local government system. The article stresses higher level of participation by local residents in making decisions at the level of Polish municipalities. The authors consider the possibility and expediency of using the Polish experience in modern Russia.

The article analyzes the constitutional and legal foundations of the future model of local self-government in the Russian Federation. The author gives an overview of existing models of local self-government in foreign countries. The text related to the prospects for the development of local self-government was compiled by me in 1994 and has not been changed. After 25 years this material becomes relevant again.

Based on the analyzed scientific publications, legal acts and other studies published on the basis of recent political events, the author comes to the conclusion about the extreme relevance of the problem under study and its scientific novelty.
