The article reveals the administrative and legal problems connected with the implementation of the administrative reform in the Russian Federation in the period from 2005 to 2018. An attempt is made to summarize the results of the reform and define new tasks for the science and state practice for the next 5 to 6 years.

ADMINISTRATIVE AND LEGAL REGULATION OF THE STATE CONSTRUCTION SUPERVISION IN THE RUSSIAN FEDERATION PART I

The article is devoted to the study of the phenomenon of the state construction supervision in the Russian Federation, in particular, the specifics of its administrative and legal regulation, it analyses the concept and scope of its application. The authors consistently examine the viewpoints existing in the modern science about the essence, legal nature, purposes and tasks of the state construction supervision presented in the legislative and practical forms; they research its sources and analyze the practicality of the presented algorithms; they expresses their opinion regarding the success of the legislative regulation of the state supervision in this sphere of public life.

SOME ACTUAL ISSUES OF THE REFORM OF THE NOTARIAT INSTITUTE IN RUSSIA: PROBLEMS AND DEVELOPMENT PROSPECTS

This article is devoted to the problems of transformation of legislation on notariate in the Russian Federation. The article also raised issues of improving the procedure for selecting candidates for the position of notary. Separately, the author reviewed the changes in connection with the adoption of the Federal Law of 19.07.2018 No. 217-FZ.

POLITICAL HISTORY OF THE 90S. THE PARADE OF SOVEREIGNTIES

This interview was prepared at the end of 1991. At that time, as a People's Deputy of the Russian Federation and member of the Presidium of the Supreme Council of Russia, I was chairman of the parliamentary Commission on the national-state structure. By that period, after the election of the first President of the Russian Federation, the relations between the federal authorities and the authorities of the former autonomous republics were not easy and rather strained. The text of the Federative Treaty was under preparation. That period in the history of modern Russia historians sometimes call the period of "parade of sovereignties" of Russian autonomous entities. The present material is unknown to the scientific community. I believe that 27 years after the interview its materials can help to more fully present the political situation of those years and help more objectively describe the history of the 90-ies of the last century. The interview was published in a newspaper under the title “The real power is the one that comes into a direct contact with the people”.

ANALYSIS OF ETHNO-POLITICAL FACTOR HAMPERING POLITICAL DEVELOPMENT OF AFGHANISTAN

Problems of political instability and conflict in Afghanistan have been recently attracting an increasing attention of international organizations and mass media despite the fact that this is a phenomenon of a long historical character. The situation in the country is still very tense, it is dominated by the conflict present in the society, there is a serious political dissociation between the key political forces and the problem of terrorism development remains very acute.
