IS THERE CRIMINAL LIABILITY FOR THE MODERN SPORTS GLADIATORS. HARM TO THE LIFE OR HEALTH OF ATHLETES AND CRIMINAL LIABILITY
At present, there is no criminal liability for causing harm to the life or health in sports; according to the criminal law doctrine a person shall not be criminally liable because such activity is of socially benefitial character (promotion of health ) and it is not prohibited by law. Consequently, there is nothing illegal in such activity and it lacks the main feature of the concept of "crime" – wrongfulness. In the article, the author analyzes this problem and seeks to answer the question: "whether there should be criminal liability for the modern sports gladiators?".

This article analyzes the problems of differentiation of powers in the area of administrative responsibility. The paper examined the situation of a number of laws of subjects of the Russian Federation, establishing administrative responsibility for compliance with federal legislation. The efficiency of public administration depends largely, on the one hand, on how clearly the constitutional and legal terms distribute powers between bodies of state power and, on the other hand, from the definition of the mechanism of checks and balances in the system of state power bodies.

PECULIARITIES OF FORMATION AND INTERACTION EXECUTIVE AND REPRESENTATIVE LOCAL GOVERNMENT BODIES
The author describes the differences between the executive and legislative (representative) bodies of power at the level of local self-government of the Russian Federation. It touched upon the separation of powers at the local level. Worked out the problems of formation, competence and powers of the authorities of municipalities. FACTORS OF REGIONAL SUSTAINABILITYOF THE INTERETHNIC RELATIONS IN THE REPUBLIC OF BASHKORTOSTAN
Interethnic relations nowdays are one of the main directions in the activity of the Russian authorities and civil society institutions. The choice of this priority is caused by the intensification of negative trends which attest to the aggravation of interethnic contradictions and the growth of intolerance in the Russian society. In the wake of increased migration flows, collisions in a secular society of the religious and secular paradigms, higher ethnoconfessional and in some cases religious and intra-religious controversies, such warning signals indicate to the seriousness of the threat of the breach of ethno-political stability in Russian society.
This article examines factors (determinants) of the sub-national stability of the interethnic interactions in the Republic of Bashkortostan.
