The article analyzes the current problems of legal regulation and system functioning of the state control (supervisory) bodies in the Russian system of public administration in general and in the construction sector in particular. The author makes a proposal to develop a long-term and fundamental state strategy for the construction and functioning of the system of state control (supervision), its system-structural organization, and the development of permanent and long-term horizontal and vertical links between its subjects

The article analyzes the features of the organization and functioning of local governments in the United States. The mechanism, forms and methods of interaction between state authorities and local administrations are studied. The article summarizes the experience of practical work accumulated in the United States over many years of functioning of the local government system.

MOSCOW 2020 GENERAL DEVELOPMENT PLAN: ANALYSIS OF THE PROBLEM AND WAYS OF DEVELOPMENT
The relevance of this topic is that the development planning of Moscow has a very important role in the development of the economy and social life of the country as a whole. The purpose of this work is to research and analyze the goals and development of Moscow. When writing the work, we used such research methods as a systemic, generalized, method for studying documentation, as well as an analysis method.
The final result. The General Plan defines the planned indicators for the development of social, transport, engineering infrastructure, housing, natural and green areas in each district of Moscow. The general plan takes into account the totality of social, economic, environmental factors, natural features and the historically established originality of the city, cultural traditions and traditions of Moscow urban planning and architecture. All this justifies the long-term development strategy of Moscow.

LEGAL BASES OF THE SYSTEM OF EXECUTIVE AUTHORITY OF SUBJECTS OF THE RUSSIAN FEDERATION ON THE EXAMPLE OF THE MOSCOW REGION
At the present stage of social development, there is a rethinking of the paradigm of public administration, which is caused by processes of transformation and integration, as well as global reforms carried out in different countries. Under these conditions, improving the legal framework for the functioning of state power, in particular its most complex branch, the executive branch, which operates both at the federal level and at the level of individual constituent entities of the Russian Federation, is of great importance. In the framework of this study, the object of scientific interest is the executive power system of one of the regions of Russia – the Moscow region.

ABOUT SOME ASPECTS OF THE CURRENT STATUS OF INTER-ETHNIC AND INTER-RELIGIOUS CONFLICTS
Different aspects of origin and development of interethnic and inter confessional conflicts in the modern world are one of the most actual and difficult solvable problems. Essence of this problem means that the conflicts are very difficult to solve, in the conditions of the political instability in any region of the world. In the modern world practically there are no ethnically the homogeneous states. Only small amount of the separate countries belongs to them. Therefore, the people of the different nationalities and religions must tolerantly live on the same territory. In the world history the conflicts on national and religious soil arose up very often. It should be noted, that the number of ethno political conflicts in the modern world grows steadily, unfortunately. In our mind, such world processes, as globalization, modernization, mass migrations of the population play the main role in the intensifying of this contradiction.
